How is Base different from Arbitrum/Optimism?

They share the same technical foundation of optimistic rollups (Arbitrum uses Nitro, Base/Optimism use OP Stack). The key difference: Base is backed by Coinbase (distribution + legal credibility) and has no token; Arbitrum/Optimism have native tokens and a larger ecosystem focused on deep DeFi.

Is it difficult for Vietnamese people to buy COIN stock?

You need a suitable international securities account and must comply with Vietnam's foreign exchange regulations. This is a fundamentally different financial product from on-chain crypto — verify a legal access channel before participating.
